| They don't "partially open" to support lower throttles. They open, and they close. That's it. They don't open 3/4 of the way to support 3/4 throttle, they respond to their PWM control in the ECU. The uneven performance in different cars speaks to one of two things: 1) that some tuners don't know how to do anything besides Nismo (whose latency and flow values are documented by Nissan in other cars), or 2) that there's some quality control issue at DW. My suspicion is that it's somewhere between the two, because DW's injectors work very well in other cars, and these sidefeeds aren't some unique snowflake in the automotive world.
